Update cups from 2.4.11 to 2.4.19.

Upstream release notes for v2.4.19 describe a targeted fix for a regression in shared printing from non-local accounts (Issue #1557). No ABI/API break, dependency change, or config migration is documented in the available upstream notes.

Risk assessment:

Overall risk: low
Stability decision: manual review
Main concern: NiceOS carries a large downstream patch stack, so patch rebase/conflict review is required before merge.

Checks to run before landing:

Verify the new source archive/checksum in lookaside.
Rebase and re-test the downstream patches.
Build in a clean niceos-5.2 mock/chroot.
Run package smoke tests and a shared-printing scenario test.
Confirm no unexpected changes in Requires/BuildRequires, file lists, or service behavior.
