Update dwarves from 1.30 to 1.31.

Risk assessment: low.

Upstream evidence reviewed:

Observed changes are limited to maintenance fixes in BTF/DWARF handling, libbpf/BTF dedup sync, install-path cleanup, and a pahole segfault fix. No CVEs, upstream security advisories, ABI breaks, or dependency churn were identified in the reviewed sources.

NiceOS impact:

Leaf package only; no service/user migration expected.
Verify file list and install paths remain unchanged after the CMake/upstream refresh.
Run standard smoke tests for pahole/BTF workflows.

Decision: approve.
