Update iana-etc from 20251215 to 20260511.

Upstream evidence:

GitHub release tag 20260511 exists and is marked latest.
The compare view 20251215...20260511 shows a small bot-driven refresh series, consistent with generated IANA data updates.
No release notes or upstream changelog text were published for the tag.

Risk assessment for NiceOS:

Low package complexity: noarch, leaf package, ships generated /etc/services and /etc/protocols data only.
