Update irqbalance from 1.9.4 to 1.9.5.

Upstream release notes describe this as a minor maintenance update with bugfixes and hardening changes. The main packaging-relevant change is the introduction of Meson, plus fixes around systemd service installation, EnvironmentFile handling, and build/runtime behavior.
