Summary:

Update jasper from 4.2.8 to 4.2.9.
Upstream release notes describe one functional fix in the JP2 encoder for opacity components.

Risk assessment:

Overall risk is low.
The change is limited to JP2 encoding behavior, but output files for images with alpha/opacity may change.
No evidence was found for ABI/API/CLI changes, SONAME changes, or new runtime/build dependencies.

Packaging notes:

Source0 is tag-based and should resolve cleanly to the version-4.2.9 tarball.
The spec should only need the version bump and changelog refresh, but any local patch touching src/libjasper/jp2/jp2_enc.c should be reviewed.
%check exists in the spec; run it in a controlled build if enabled.

Recommended validation:

Build in a clean chroot for niceos-5.2.
Run package tests if enabled.
Smoke-test JP2 encode/decode on samples with and without alpha/opacity.
Verify the packaged file list and subpackages remain unchanged.
