libatomic_ops: update to 7.8.4 #4

Upstream v7.8.4 appears to be a maintenance patch release for libatomic_ops. The release notes list documentation updates, compiler warning cleanups, broken URL fixes, a SunPro build fix in CMake, repository URL updates after the move to bdwgc, and a CMake minimum version increase to 3.10. No ABI/API break or CVE was verified in the reviewed sources.

NiceOS assessment: runtime risk is low for this leaf package, but I recommend manual review until a clean build confirms the source/metadata update and the local patch set still applies cleanly.
