Update libnbd from 1.24.0 to 1.24.2 for niceos-5.2.

Upstream evidence reviewed:

  • v1.24.2 tag on the stable 1.24 line
  • compare v1.24.1...v1.24.2 and v1.24.0...v1.24.2
  • 1.24 series release notes

Risk assessment:

  • Overall risk: low
  • No SONAME/ABI bump observed in the reviewed upstream evidence
  • Main visible upstream changes are generator safeguards, Go-binding symbol cleanup, CI/metadata updates, and small doc/test fixes
  • Current NiceOS spec disables Golang bindings, so the most visible externally relevant upstream change is not expected to affect the shipped build

Packaging checks to perform before merge:

  • bump Version/Release in libnbd.spec
  • refresh source hash/lock for the new tarball
  • build in a clean mock/chroot
