Update libpaper to v2.2.8.

Upstream v2.2.8 is a very small patch release. The release note says it fixes a typo in the C4 envelope size, and the v2.2.6...v2.2.8 compare shows a narrow change set centered on the paperspecs fix plus the version bump.

Risk assessment: low. No CVE/security signal, ABI/API change, or build-system change was identified in the provided upstream evidence. As a leaf package, downstream impact should be limited to consumers that rely on the previous incorrect C4 value.

Packaging note: the issue snapshot says 2.2.6 while the spec excerpt shows 2.2.7; please confirm the actual branch baseline before merging to avoid a stale-version bump.
