Update openjdk17 from 17.0.17 to 17.0.19.

Reviewed evidence:

  • Upstream tag/release jdk-17.0.19-ga exists in openjdk/jdk17u.
  • The OpenJDK 17u schedule places 17.0.19 in the supported maintenance stream.
  • The compare 17.0.17-ga...17.0.19-ga is very large (412 commits, 1,728 files changed), so a shallow scan is not sufficient to rule out regressions.
  • One documented runtime behavior change in this cycle is G1 support for UseGCOverheadLimit.
  • No confirmed CVE-specific advisory or ABI/API removal was found in the reviewed sources.

Decision: manual_review (medium risk).
Required gates before merge: clean rebuild, %check, JVM smoke tests, GC-sensitive runtime test, and verification of alternatives/subpackages.
