Update openpace to upstream 1.1.4.

Upstream release notes are short and describe maintenance/compatibility changes only:

build executables before manpage generation
allow BSI OIDs already registered in OpenSSL
add compatibility with CA v3 for parsing EF.CardAccess

Risk assessment for NiceOS (RHEL-like policy): manual review recommended.

No explicit CVE or security advisory found in upstream notes.
No documented ABI/API/CLI removal was found.
However, the GitHub compare range is relatively large for a patch update (58 commits / 49 files changed), and the changes touch OpenSSL/OID handling and smart-card parsing logic.

Required validation before merge:

rebuild in clean mock/chroot
verify spec compatibility and Source0 for 1.1.4
refresh or revalidate downstream patching if needed
run %check and representative runtime tests
confirm manpage generation still works
