Update telegraf from 1.35.3 to 1.35.4 for NiceOS 5.2.

Upstream v1.35.4 is a patch release with 3 behavior-facing bugfixes:

  • agent: updated help text for CLI flag --test
  • inputs.gnmi: handle empty updates in gNMI notification responses
  • inputs.redfish: log correct address on HTTP error

Risk assessment:

  • Risk level: medium
  • Stability decision: manual_review
  • No explicit breaking changes, removals, or config-format changes were identified in the release notes.
  • The update is still worth a manual review because the release also includes broad dependency bumps and touches plugin/runtime behavior.
